Transitions the Task to the Project's preferred in-progress Status and
assigns it to the calling Actor in one idempotent, revision-checked,
audited transaction. A previous assignment period is closed rather
than erased. reassigned indicates that the caller replaced another
active assignee without disclosing that Actor through this command.
This server command never changes local Git state.
