Atomically move a Task in workflow order

Atomically move a Task in workflow order

POST/api/v1/tasks/{task_id}/move

Changes a Task's Status and shared manual order in one transaction. Neighbour anchors must be active Tasks in the destination Project and Status group. A stale revision returns 409 revision_conflict; a missing, archived, or out-of-group anchor returns 409 anchor_not_found. Both conflicts carry the current Task so clients can re-anchor without an additional read.
