Update one typed notification preference

/api/v1/workspaces/{workspace_id}/notification-preferences/{category}Uses expected_revision: 0 to create the first override and the
returned positive revision for later compare-and-swap updates.
Mandatory categories cannot disable Inbox delivery. Their email channel
is also mandatory when email_available is true. A Workspace without
the paid email entitlement cannot enable email.
