Returns one page of the Workspace's active memberships, for assignee
pickers and mention candidates. Callers with members:manage may set
include_suspended=true for the member-settings governance view;
suspended memberships remain excluded from ordinary pickers.
workspace_id must match the
caller's current session Workspace; any other value reports the same
not-found response as an absent Workspace.
