Send a new verification message
/api/v1/auth/email/resend-verificationIssues a fresh verification token and retires any outstanding one, so a link forwarded from an older message stops working.
The response is 202 and empty whether or not the address is
registered, whether or not it is already verified, and whether or not
delivery succeeded. Anything else would confirm an address exists.
