Authorize a registered first-party developer client

GET/api/v1/dev/oauth/authorize

Completes first-party CLI or IDE authorization from a signed-in system browser. The request must use Authorization Code with PKCE S256, a registered client ID (assign-cli, assign-jetbrains, or assign-vscode), and an exact http loopback callback on 127.0.0.1 or [::1], an ephemeral port, and path /callback. Client secrets, localhost, custom URI schemes, non-loopback hosts, alternate paths, query-bearing callbacks, and PKCE downgrade are rejected. The five-minute code is single-use.
