Move a Status in its workflow order
/api/v1/statuses/{status_id}/moveMoves a Status between optional neighbour anchors within its own
Workspace-wide or Project-scoped workflow. Cross-scope or stale anchors
return 409 anchor_not_found; the server owns integer positions.

rows carry identities and revisions only: stage_name and behaviors
are omitted there and returned by Project detail and the lifecycle
definition list.
