Requires work:read. Returns the Workspace's definitions (optionally one
kind) with every stage's complete typed behaviors and bound statuses in
presentation order, so selectors and settings render from one read.
The catalog is bounded by the lifecycle limits (20 definitions per kind,
100 stages per definition, 500 statuses per definition), so it is not
paged. Behaviors that do not apply to the kind are absent.
